  Amman, 7 November 2005 - Juvenile justice reform programme launched

Ministry of Planning and International Cooperation and United Nations Office on Drugs and Crime (UNODC) organized today the "Launching ceremony of the Juvenile Justice Reform Programme in Jordan" funded by the Governments of Switzerland and the Netherlands and will be implemented in cooperation with  United Nations Development Programme (UNDP) and main government counterparts:  Ministry of Social Development,  Ministry of Justice and the Public Security Department.

The Programme comprises of two projects:  the first entitled ' Strengthening the legislative and institutional capacity of the juvenile justice system in Jordan'" and the second entitled "Strengthening the capacity of Juvenile Courts in Jordan". Total budget of the Programme is US$1.114.437: US$984.600 from the Government of Switzerland and US$ 129.837 from the Government of The Netherlands. This occasion represents a celebration that signals the actual start of implementation of the programme activities and a confirmation of partnerships and synergies to be created with all stakeholders including national and international actors-already working in the field.

 The first project  "Strengthening the legislative and institutional capacity of the juvenile justice system in Jordan" will be implemented in two years time and aims at advocating and reinforcing national legislation pertaining to minors in conflict with the law, children at risk and victims, strengthening the Juveniles and Youth Section at the Ministry of Social Development; improving the quality of service delivery and capacity building of personnel dealing with Juveniles as well as reforming the correction system and detention conditions for minors awaiting trial and strengthening  existing youth care services for children in difficult circumstances. While the second "Strengthening the capacity of Juvenile Courts in Jordan" will be implemented in a one year time and aims at building the capacity of the court system in Jordan, including juvenile courts currently in operation, to manage and process cases of children in conflict with the law more effectively, in accordance with international standards, improving case flow management system, enhancing capacity of the Ministry of Justice to develop and implement policies on juvenile justice area, in coordination with the Ministry of Social Development,  based on international standards and strengthening the capacity of judges and prosecutors to deal fairly and effectively with cases involving children in conflict with the law.

 The agenda of the ceremony included five speeches by H.E.Mrs Suhair Al-Ali, the Minister of Planning and International Cooperation, H.E. Mr. Paul Widmer, the Ambassador of Switzerland, H.E. Mr. Hugo Gajus Scheltema, Ambassador of The Netherlands, Mr. Mohammed Abdul Aziz, UNODC Regional Representative , and Mrs. Mona Hider , UNDP Resident Representative, a.i. and a presentation of the programme to be given by UNODC experts.

It should be mentioned that this programme includes several multi-sectoral activities and it constitutes part of UNODC 's regional strategy on Juvenile Justice within the Middle East and North Africa ( Mena ).
