Letter of Agreement that supports the establishment of e-Accounting and e-Procurement applications for the Government of Jordan has been signed today at the Ministry of Finance, by H.E. Dr. Mohammad Abu Hammour, Minister of Finance, H.E. Lucio Stanca, Minister of Technology and Development and Ms. Christine McNab, Resident Representative of United Nations Development Programme (UNDP).
As The Government of Jordan recognizes that one of the major driving factors in the transformation of the Jordan economy is government itself as the largest producer and consumer of goods and services in the country, hence, it has identified ICT as crucial for the social and economic development of country and an ICT policy and strategy has been defined.
The US$575,000 two projects, e-procurement and e-accounting, aim at outlining the strategy and different activities to be undertaken for an in-depth analysis, determining the scope, time frames and financial requirements for full implementation of e-procurement and to support the country’s public administrative reform process to set up a modern unified government wide e-accounting system.
The Government of Jordan does not see e-government in isolation but rather as part of the larger structural processes of public sector and financial management reform. Through e-procurement and e-accounting, the government hopes to streamline the procurement and accounting processes, make them more transparent, reduce transaction costs and enhance the competitiveness among suppliers for its procurement, thereby lowering the costs for procured goods and services and raising Government’s capacity to provide public services.
The Italian fund is part of the Government of Italy’s initiative “e-Government for Development” that was launched in 2002 and mainly focuses on project implementation through providing financial aid and know-how, government to government co-operation for a profitable and effective sharing of experiences and capturing on best practices and lessons learned from project implementation.
The two projects will be implemented by Ministry of Finance through the United Nations Development Programme (UNDP). UNDP has supported, both at the global and country levels, a wide variety of e-government related projects and initiatives. In 2003 alone, UNDP country offices were supporting over 50 e-government related projects. UNDP’s approach to e-government is focused on enhancing the provision of basic government services to all citizens while fostering the transparency and accountability of government operations.
