Reliable Public Financial Management (PFM)  systems

 

  • UNDP will carry out a detailed  financial assessment of each IP it supports with a view to strengthening their financial systems, as part of the programme of support
  • UNDP will provide technical support to strengthen the IP’s financial systems according to the results of the assessment.

Aid flows are recorded in countries’ budgets

  • Endeavour  to  move towards reaching an  agreement with the Government of Jordan (GoJ) to record the UNDP funding for projects within the country’s strategic  budgets.

Project Implementing Units (PIUs)

  • UNDP will phase out its support of  PIUs and instead have the relevant Directorate or Department take over the daily management of the UNDP programme of support.

Technical assistance is aligned and
co-ordinated

  • The level of Technical Assistance (TA) to be provided will be defined through the capacity assessment carried out with the Directorate/Unit.  Annual plans for TA needs will be developed.

Donors use country PFM systems

  • UNDP uses the IPs’ systems in 95% of its programmes of support.

Donors use country’s procurement systems

  • UNDP utilizes country’s procurement systems in 95% of its programmes of support.

Aid is more predictable

  • UNDP will state  its financial commitment for the total of the project period at the signing of the programme.

Aid is united

  • UNDP is part of a national system for aid coordination.
