Adaptation to Climate Change to Sustain Jordan’s MDG Achievements (Joint UN Programme)

Background

This joint programme is submitted under the MDG-F Environment and Climate Change thematic window and aligned with the ‘Enhancing Capacity to Adapt to Climate Change’ priority area. Jordan made strategic advances towards the achievement of MDG targets,  but its achievements are compromised by crippling water scarcity and aggravated by climate change,

UNDP project ” Energy Efficiency Standards and Labelling’’ organised an event...

Objectives

  • This programme will help Jordan to address the key strategic issues e.g. Water scarcity aggravated by climate change, threats to health, food security, productivity, and human security, through achieving:
    1) Sustained access to improved water supply sources despite increased water scarcity induced by climate change; and
    2) Strengthened adaptive capacity for health protection and food security to climate change under water scarcity conditions. These outcomes address identified barriers to adaptation and provide support to Jordan’s priorities of sustainable management of its natural resources; reducing poverty; and enhancing health indicators.

Key Expected Results

  • Capacity development is critical for the sustainability of a programme after its completion. This joint programme will develop Jordan’s key government and civil society counterparts’ capacity to adapt to climate change threats to health, food security, productivity, and human security under the conditions of severe water scarcity that is expected to be compounded by climate change. Moreover, the capacity of vulnerable communities within the Zarqa governorate, including women and the poor, and other rural / urban pilot areas to adapt to climate change will be strengthened.

  • This joint programme seeks to enhance capacity to adapt to climate change by addressing Jordan’s long-term adaptation needs through the following outcomes:

Outcome 1: Sustained access to improved water supply sources despite increased water scarcity induced by climate change.
Outcome 2: Strengthened adaptive capacity for health protection and food security to climate change under water scarcity conditions

Key Achievements todate

    • Two contracts were signed  in May 2010 to carry out two major studies : The first is an assessment of direct and indirect impacts of climate change on the water availability and quality of the Zarqa River basin (ZRB) (Signed with Jordan University for Science and Technology and University of Jordan Consortium), 2010, while the second  is aiming at developing an adaptation to Climate Change programme for the ZRB(Signed with Science Triangle for training and research).  These two consultations were commissioned as of May 15th, 2010

      • Direct and indirect impacts of Climate Change on the water quantity and quality in the Zarqa River Basin have been assessed.

    •  Socio economical impacts of Climate Change on water resources assessed.

    • Assessment tool for prioritization of all possible adaptation to climate change interventions has been developed and tested.

    • A review was carried out of current laws, policies, strategy and action plans to examine the extent to which they included climate changes measures. Gaps were identified and policy options for adaptation to climate change were proposed.

    • A programme for  climate change adaptation developed and submitted to the MoEnv.

    •  The MoEnv officials trained on tools and methodologies on the above aspects for widespread upscaling into other areas of the country.

    • ZRB piloting of Adaptation to Climate Change started as of December 2012 at the selected area (Al Kfier) in collaboration with the local municipality, one local NGO, IUCN and the project consultant (the UOJ).

    • Assessment of the GW resources current situation and of the stakeholders of the project in Al Kfier area was conducted.

    • Needed designs for the domestic wastewater management and the best management practices at the farm level in Al Kfier area were developed for implementation on site.
