Background


The Zarqa governorate is the most densely populated region in Jordan, consisting of 15% of the total population. Zarqa is estimated to also have a large population of persons with disabilities. Between 1997 and 2002, average per capita income fell from JD 694.9 (US$ 979.81) to JD 684.6 (US$ 965.3), and increased in 2008 to JD 1149.1(US$1608.7).Unemployment rates have risen from 13.4% in 2004 to 15.6% in 2008. Of the 12 Governorates, Zarqa’s Human Development Index (HDI) ranking fell from third to sixth. Objectives

  • This project aims to create an ‘enabling environment’ within the local communities of Zarqa to encourage active civic participation in local development.
  • Through building upon local community structure, the project aims to promote ‘volunteerism for development.’ This will assist in long term sustainability of project efforts to fuse current community structures and civic participation to maintain dialogue on local development challenges.
  • The project will target Ghoreyiah, one of the poorest areas in Zarqa governorate with high number of people with disabilities. The project will be implemented with key stakeholders working in Zarqa, including the Zarqa Governorate, municipalities, CSOs and local associations.

Key Expected Results

  • The project will target one of the poorest areas in Zarqa and set up four thematic Community Development Committees (CDCs) by utilizing existing community committees. In case local community structures do not exist, the project will support creation of new committees. The four thematic CDCs are:
    1) Children
    2) Women
    3) Youth
    4) Persons with disabilities
  • Introductory trainings on MDGs will be held with each of the thematic CDCs. Each thematic group will hold periodic round tables to identify and advocate development challenges. The roundtables will be facilitated by volunteer reporters, who are also responsible for developing broadcasted radio messages.
  • The project will also facilitate public dialogues among the CDCs, local authorities and civil society organizations (CSOs) on key development challenges, to promote a better understanding of challenges formulating and implementing development plans/projects. CSOs will be targeted specifically to increase their participation through capacity development workshops. Selected CSOs will be provided with in-kind seed contributions for project implementation.

Key Achievements todate

 
  • In 2011, the four community development committees (CDCs) on children, youth, people with disability and women were re-introduced to the MDGs concept and MDGs localization and came up with four localized MDGs reports on issues facing them in Ghweireh.

  • 48 round table discussions were conducted in 2011 to formulate radio messages that discussed the issues and challenges raised in the localized MDG reports which led to broadcasting 39 weekly episodes.

  • The capacities of CDCs and local authorities were strengthened on different topics such as employability skills, media communications and designing radio messages, RBM, job shadowing, journalism reporting, legal empowerment of PWDs and women, MDGs and proposal writing.

  • Since the project inception, 20 dialogue sessions were held between CDCs and the local authorities to increase awareness of local challenges, discussing issues and reflecting the voices of the local community.

  • “Abna’a Al Watan” CBO was awarded the 2011 grant which will work closely with the International NGO AVSI to implement a project aiming at defeating the culture of shame among PWDs and their families and empower PWDs in their daily lives. Also, AVSI will build the capacity of 15 employees of the CBO in dealing with PWDs so they can lead and teach other CBOs in the area.

    • Fourteen physiotherapy sessions have been served to 11 PWDs. The physiotherapy sessions included the some of the PWD’s family members to get familiar with how the basic daily exercises that each PWD should practice. 
       
    • An awareness session has been held about types of disabilities, reasons behind these disabilities and prevention and treatment to 33 participants (PWDs and some of the PWDs family members).
       
    • An awareness session has been held that focused on the situation of women with disabilities aiming at fighting the culture of shame that they face from society and focusing on what a woman with a disability could do.
       
    • Legal awareness session was given for 33 participants (including PWDs and some of the PWDs family members) about the rights of a PWD.
       
    • An awareness session about the importance of family counselling sessions and for a family with a PWD member specifically.
       
    • An awareness session about sexual transmitted diseases by Caritas for 29 participants (including PWDs and some of the PWDs family members)
       
    • Linked 14 PWD with the social subsidy from the social development department of Zarqa. 
       
    • Installation of financial software at Abna’a Al Watan for Social Development CBO to organize their financial procedures. 
       
    • Capacity strengthening to the staff of Abna’a Al Watan for Social Development CBO on proposal writing and needs assessment. 
       
    • Linked 11 PWD with the medical insurance service of the government.
       
    • Recreational trip for the project’s participants to Bereen area.
       
    • Final ceremony to give recognition for project’s accomplishment.
       
    • The project encouraged gender equal participation in the granted project.
