Background


Jordan has a bicameral National Assembly (Majlis al-Umma) that consists of the elected House of Deputies (the lower house consisting of 110 representatives from 12 governorates) and the House of Notables or Senate (whose 55 members are appointed by the King). The number of senators cannot exceed one-half the number of elected representatives. The two houses constitute the legislative branch of the government. 


King Abdullah II endorsed a provisional amendment to the parliamentary elections law, allocating women a quota of minimum seats for the first time in the 2003 elections. In the last parliament elected in November 2007, there were 7 women out of the 110-elected representatives with only...

Objectives

  • The project aims at developing capacities of the General Secretariat in providing technical assistance to Members of Parliament through development of manuals and toolkits for newly elected Members of Parliament and delivering orientation sessions during the first year of elections. The project also aims at supporting parliamentary committee to undertake their legislation and oversight functions.

Key Expected Results

  • Orientation Programme for the newly elected MPs in 2010 is developed and implemented.
  • Capacity building for two or three parliamentary committees are implemented
  • A programme of support for the secretariat is delivered to enable them to provide and assist the committees on their oversight function

This projects marks the beginning and realization of UNDP’s new approach towards adopting the Paris Declaration on Aid Effectiveness as following:·
 

  • The design of this project was done in close consultation with the Lower House of Parliament and underwent several reviews from stakeholders.
  • The project addresses harmonization with donors by providing a donor forum for those partners working with the Parliament.
  • The project is a pilot example of ownership, as the outputs of the project are managed by the relevant departments at the Lower House of Parliament.
  • The project supported the General Secretariat in developing an orientation kit for Members of Parliament elected in November 2010.
  • In cooperation with the Environment and Climate Change portfolio at UNDP, a workshop was organized for members of the Legislative, Health and Environment and Water and Agriculture Committees on environmental challenges in Jordan.
  • The project is supporting the Health and Environment Parliament Committee in its oversight function, particularly in the Southern and Eastern regions in Jordan
